Why is there under age sex?

I mean isnt mating (or the other word) natural for every animal? So how come there is under age sex? Dont get me wrong. Im not trying to insult anyone or any bad thoughts. Im just wondering becuase i was watching LIFE on discovery channel (really good series) and i noticed most of what they were talking about was mating so like i said only wondering. And please no stupid answers.

There is under age sex because what's considered "under age" is determined by law, but sexuality is determined by human nature. One should expect laws to be broken when you legislate against human nature.
